Comment on policies about intergovernmental mobility and facilities

Two new policies are currently open for comment on the Office of Policy Development and Management website. All University community members with Pitt student, faculty or staff log-in credentials can comment on the draft versions of two University policies through Oct. 19.

Intergovernmental Personnel Act Assignments: This new policy provides requirements for faculty and staff, as well as their supervisors, to follow during participation in the Intergovernmental Personnel Act Mobility Program. The program provides for the temporary assignment of personnel between the federal government and state and local governments, colleges and universities, and other eligible organizations.

Management of University Facilities and Grounds: This new policy is being developed to help clarify and explain the roles and responsibilities of the Office of Facilities Management and the Office of Planning, Design and Real Estate. Those offices have procedures in place regarding their administration of University-owned and operated facilities, said Tom Hitter, assistant vice chancellor for policy development and management, but Pitt currently doesn’t have a policy in place.  The policy can help to articulate which offices are responsible for which activities, including compliance with regulatory requirements, and the relationship between these offices and other units that have some authority in the management of University properties.

The draft policies are currently under development, and comments and suggestions provided during this 28-day comment period will be taken into consideration during the University’s policy development process. Senate President Robin Kear said at the Oct. 6 Faculty Assembly that both policies would also be working their way through shared governance.
